Harley WideGlide Front Hub Cap Cover Mount/Spacer

We are perplexed by this spacer.  We know it was used on Glide hub covers, but we don't know what vintage.  The I.D. measures 7/8", which might be too large for the Panhead or Shovelhead vintage.  So late model use is suspected.  But frankly we simply don't know.  And more research may be required.  

I.D. is 7/8", and it has a 1 7/8" overall length, when both halves are screwed together.  Inner spacer section measures 1 1/4" overall, and outer ring 5/8" overall.  Inner and outer sections are joined by three screws.  And outer ring is also machined with three small set screws.
