Harley Shovelhead Primary Drain Plug  (OEM/NOS #60348-65B)

This is the late style plug with a slightly small hex head, compared to the early versions.  Further, it includes both "O" ring seal and teflon seal.  The included instructions recommend reviewing your existing plug seal type and replace with the correct version.  So according to the instructions sheet, either one or the other should be used.

With the part number ending in "-65B", this means this plug can be used all the way back to 1965.
