Harley FX/FL Shovelhead RH-55 License Plate Bracket  (OEM, Late Style)

Late, "tall" license plate mount bracket with the "RH-55" stamp present. 

Black paint is original and generally good.  But some light polishing would make it look even cleaner.  Missing, of course, is the red reflector.  So one will need to be located.  Otherwise, it is an original.  And the dated finish may be suitable to some builders who prefer some evidence of genuine age in the build components.
