Harley FLT Shovehead Front Fender Brackets???

We obtained this bracket set with a group of OEM FLT parts, and the paint finish matches a saddlebag set from the same inventory.  So our guess is that these are for Shovelhead and possibly Evolution era FLT models. 

Mount centers measure 3".
